Honouring Those Who Made the Ultimate Sacrifice

Established in 2003 as a registered non-profit organization, the British Columbia Law Enforcement Memorial Foundation (BCLEMF) was created with a singular purpose—to establish a permanent provincial monument honouring law enforcement officers who lost their lives while serving the people of British Columbia.

That vision became reality in September 2004 with the unveiling of The Bastion, located on the grounds of the British Columbia Legislature. The dedication ceremony was led by Premier Gordon Campbell, Solicitor General Rich Coleman, and Dr. Chris and Therese Ng, parents of fallen RCMP Constable Jimmy Ng, representing the families of British Columbia's fallen heroes.

Preserving the Honour Roll

When The Bastion was first unveiled in 2004, it carried the names of 96 fallen officers.

Through ongoing historical research, the Foundation has identified additional officers whose sacrifice had not previously been recognized. Today, 135 names are permanently inscribed on The Bastion, ensuring every eligible officer is remembered with dignity and respect.

The Foundation also maintains the official Honour Roll, documenting each officer’s service and the circumstances surrounding their sacrifice.

A Monument of Service, Sacrifice & Legacy

Unveiled and dedicated in 2004, The Bastion stands as British Columbia's permanent Law Enforcement Memorial. Its four engraved panels each represent a unique aspect of policing history, honouring the service, sacrifice, and enduring legacy of law enforcement officers across the province.

Each panel of The Bastion tells a unique story, reflecting the history, values, and enduring legacy of law enforcement in British Columbia.

Panel 1 — Dedication Panel

The Dedication Panel honours every officer whose name is inscribed on The Bastion. It symbolizes the unwavering commitment, courage, and sacrifice of those who gave their lives while protecting the people of British Columbia. It also reflects the shared mission that continues to unite every law enforcement agency across the province.

Panel 2 — Agency Panel

Featuring the Coat of Arms of Canada and the Coat of Arms of British Columbia, this panel recognizes the federal and provincial law enforcement agencies serving British Columbia. The badges displayed follow the historical order of each agency’s establishment, celebrating their lasting contribution to public safety.

Panel 3 — Legacy & Heritage Panel

Dedicated to the many law enforcement agencies that once served communities throughout British Columbia, this panel preserves their legacy. The badge of the British Columbia Provincial Police represents those organizations whose names may have changed over time, but whose commitment and sacrifice continue to be remembered.

Panel 4 — Agency Panel

The fourth panel continues the recognition of law enforcement agencies that were active in British Columbia when The Bastion was unveiled. Together with Panel 2, it reflects the diverse organizations whose members have served with honour and dedication throughout the province.

Honour Roll Criteria

Eligibility Guidelines for Inclusion
Every application submitted to the BC Law Enforcement Memorial Foundation is carefully reviewed to ensure it meets the established criteria for inclusion on the Honour Roll. Applications must satisfy the following guidelines and receive the necessary approvals before being considered.
About Us

To be eligible, the deceased must have been a sworn police or peace officer serving in British Columbia, who died as a result of an external influence while carrying out law enforcement duties.

The officer must have been on duty at the time of death. If off duty, they must have been acting in the capacity of a police or peace officer, or the circumstances leading to their death must have arisen because of their official status.

The officer must have acted in good faith, carrying out their responsibilities in a manner that could reasonably be expected under the circumstances.

The Foundation recognizes that every incident is unique. Accordingly, any circumstances surrounding the death of an officer may be reviewed and considered on their individual merits.

All applications must be endorsed by the relevant law enforcement organization or agency and formally submitted to the British Columbia Law Enforcement Memorial Foundation for review and consideration.
